Under the agreement the foundation donated to the CRS about a thousand titles of the Russian scientific literature from social and natural sciences along with computer Access to databases of Russian periodicals.

The idea of establishing CRS outside the Russian Federation in Asia, Eastern and Central Europe, Baltic countires and the former Soviet Union came to the foundation in 2002. The idea was also supported by the Ministry of Culture of the Russian Federation and the open Russia foundation, which undertook to sponsor the opening of the Europen centres in Slovakia, Hungary, Lithuania and China. The founders of the project felt the need to spread the cultural heritage of Russia, which would create conditions for the formation of better relations with neighboring countries. Information about Russia as a whole, its economy, politics, culture and education contribute to a positive preception of Russian in the world, popularizing the Russian language and culture beyond the borders of the Russian Federation.
