The Non-profitable organization "Foundation for the Development of Cultural Centers Abroad" (Russian Federation) hereinafter referred to as "FOUNDATION" represented by its President Meri Trifonenko, and the University Library in Bratislava (Republic of Slovakia) hereinafter referred to as "LIBRARY", represented by its Acting Director General Alojz Androvič,* acting within the framework of agreements on cultural, scholarly and business cooperation signed between the Russian Federation and the Republic of Slovakia,* striving to expand Russian-Slovak friendly relations through cultural, scholarly and business contacts,* recognizing the wish of both parties to develop cooperation on a broad number of questions relating to the dissemination of information about Russia and propaganda of the Russian history, science, education and culture, etc.,* striving to coordinate joint efforts aimed at the development of cultural and economic links between two countries,* strengthening the need to maintain and develop mutual understanding,* acting in accordance with the laws of their respective countries; basing on the principles of equality, mutual benefit, openness, respect for the rights and traditions,* striving to create conditions whereby a broader circle of scholars and the public will obtain access to materials in the Russian and other languages,* striving for a fuller realization of their objectives,have concluded the present agreement as follows:
1.1. The FOUNDATION and the LIBRARY jointly set up the Russian Studies Center (hereinafter referred to as "RSC") on the premises of the University Library in Bratislava with the intent to disseminate information about the Russian Federation, its people, legislation, political system, business, science, history, culture, etc. and foster mutual understanding between two peoples and contribute to the better knowledge of two nations.
2.1. The FOUNDATION shall provide the LIBRARY with materials in the Russian language (books, periodicals and multimedia products) for RSC free of charge. All the materials will remain in permanent custody of the LIBRARY and become its property. Acceptance reports will become part and parcel of the present agreement;
2.2. The FOUNDATION shall provide the LIBRARY with computers to be installed in RSC to ensure access to the Catalogue of materials supplied as well as to Russian Internet resources and data bases;
2.3. The FOUNDATION shall replenish RSC with new materials on a regular basis;
2.4. The LIBRARY shall allocate and provide space within its premises to accommodate RSC (25 m2 at the minimum);
2.5. The LIBRARY shall provide staff to operate RSC;
2.6. The LIBRARY shall provide all users with unhindered access to the RSC collection;
2.7. The LIBRARY shall provide RSC with access to Internet;
2.8. The FOUNDATION shall deliver all the materials pertaining to this Agreement through the Embassy of the Russian Federation in Bratislava;
2.9. The LIBRARY shall collect the materials, delivered by the FOUNDATION, at the Embassy of the Russian Federation in Bratislava;
2.10. The FOUNDATION and the LIBRARY will organize special joint events for RSC users (visitors) to make them acquainted with new developments in the Russian Federation, get familiar with the culture of peoples inhabiting Russia;
2.11. If necessary both parties may organize Russian language courses for RSC users;
2.12. The FOUNDATION will send its staff to the LIBRARY once a year to gain better insight into and review the scope and details of RSC operation;
2.13. The FOUNDATION shall bear all costs pertaining to the international airfares, board and lodging and other expenses for its staff members;
2.14. The parties may develop cooperation in other fields of mutual interest.
3.1. Should one of the parties fail to execute or not properly execute the terms of the agreement the other party is entitled to the cancellation of the agreement ahead of time.
3.2. The parties are released from the responsibility for non-execution of obligations hereunder in the event of force-majeure, including natural calamities, civil disturbances, wars both declared and non-declared, as well as adoption of legislative and other normative acts which may hinder the execution of this agreement.
3.3. Under the present agreement, legal relations of the parties are governed in accordance with the Republic of Slovakia legislation. This agreement may only be amended or supplemented on the grounds of a written document signed by the plenipotentiaries of both parties and recognized by them as an integral part of the present agreement.
3.4. The parties shall settle all disputes and disagreements concerning this agreement through direct negotiations based on mutual respect and benevolence.IV. TERM OF THE AGREEMENTThis agreement was executed in Bratislava for the period of 5 (five) years and comes into force from the date of signing.Should neither party provide written notification of the cancellation of the agreement three month before the end of the term, the agreement is automatically extended for the period of 2 (two) more years.
This Agreement has been made out in six original copies, of which three are in Slovak, English and Russian respectively, all of which are equally authentic. Each party is to receive one copy of the Agreement in Slovak, one copy in English and one copy in Russian.
